ATF Licensing Requirements in a Nutshell

Private entities need an ATF Explosives License. Government entities do not. A simple example: Let’s say two schools want to purchase display fireworks. One is a private school. The other is a public school. The private school needs an ATF Explosives License because it’s privately owned. The public school does not, as it is a government entity. AFT has made government entities exempt from the licensing requirements.
